“You’ll just have to make the best of it down here,” he said to Richard, “in the sewers and the magic and the dark.” And then he smiled hugely: “Well – delightful to see you again. Best of luck. If you can survive for the next day or two you might even make it through a whole month.”
In [name of the game] some behind the
scenes believe that espionage is the glue that
holds together (or tears apart) the fragile order
of human civilization. Many worlds have large
space navies that they control [...] and a war between
those forces would often be devastating.
Espionage often allows these governments to
participate in a “shadow war” where few are
killed.
As Germany continued to
expand with extrasolar colonies, Germany
became the leading economic and colonial
power on Earth, and this placed strains on the
BND as they continued to work to secure
German colonial assets from foreign espionage
from competing colonial powers.

The policies of crafty old Chancellor Bismarck have provided the German empire with a dense web of alliances which have virtually isolated France, her traditional enemy. The centerpiece of this system is the Triple Alliance consisting of Germany, Austria-Hungary, and Italy. Several smaller countries have joined the treaty system as well, most notable among them being Romania. Although Russia and Britain are becoming increasingly hostile, traditional animosity between them prevents formation of a genuine alliance, as does the traditional hostility between Britain and France.
